Drill 1 Compare the two answers to the following question, and choose the better. Explain why.

Should local communities work on ensuring security?

a.     I totally agree with the idea that local communities should work on ensuring security. I believe it is essential for a local community to protect itself from criminals. These days, many things are changing and anxiety is increasing, and people have the right to protect themselves. Thus, it is natural that we the locals work together to self-guard from robbers and rapists. I strongly propose that each neighborhood have a vigilante group to ensure security. Then, we can make sure that no stranger comes near our houses. Some may fear that it will be like tonarigumi, a neighborhood association in Japan during WWII. But I really insist that neighborhood watching is necessary.

 

b.     With a caveat, I think local communities should work on ensuring security. The power of the police for crime prevention is limited. We need a new security system of the locals for the locals by the locals. Some may fear that it will be like tonarigumi, a neighborhood association in Japan during WWII. The fear is understandable because tonarigumi made neighbors watch each other for unpatriotic behaviors, but it was a forced squeaking system under the fascist government. Racist militias are another concern, so the use of weapons must be prohibited. It requires cautious implementation, but a voluntary mutual aid for peace and security among friendly neighbors will be a good alternative for the present policing.

 

Drill 2 Discuss the following statement, write a short essay on it including sentences with the structures below, and write comments on or correct mistakes of each other’s essay. Parents and communities should play an active role in protecting the safety of their children.

Hints for Points: Not only parents but also society should protect children. A neighborhood watch team can deter crimes. Taxpayers should demand that the police make sure that children be safe. The number of policemen on duty is limited. Policing requires professional skills. Citizens should not play the role of the police.
